Identifying partnership relationships for East Midlands Social Enterprises.
The National Offender Management Service (NOMS) is an executive agency of the Ministry of Justice, and brings together HM Prison Service and the Probation Service to enable a more effective delivery of their services.
NOMS is responsible for commissioning and delivering offender management services in custody and in the community helping to deliver punishments and reparation and co-ordinate rehabilitative, health, educational, employment and housing opportunities for offenders to reduce re-offending as well as overseeing the contracts of privately run prisons, managing probation performance and creating probation trusts.
Effective commissioning is at the centre of NOMS delivery. It will ensure that the most appropriate services are available to meet offender needs, at the right price and at the right time. The NOMS commissioning system is continually developing, with a focus on delivering a significant step change in the way they commission services.
NOMS want to work more closely with social enterprises as providers of services to them. In order for this to happen, NOMS need to know more about social enterprise in this region, particularly the size of the potential market for business with them.
To develop this market intelligence SEEM is working with NOMS to gather information on social enterprises that may have the potential to become service providers to them. These enterprises can be existing businesses seeking to develop new products and services, businesses from inside or outside of the region that have the potential to be replicated or new businesses that can be created through a contracting relationship with NOMS. NOMS are interested to learn more about social enterprises that can offer innovative solutions and services that provide value for money, deliver social and environmental impact and supply quality services for both offenders and ex offenders.
